Wind farms are developed in line with various technical criteria and regulatory obligations. The lead-time, which depends on a number of factors, is estimated at 21 months.

• Wind measurement
Setting up of a measurement mast to determine the quality of the wind resource (average of at least 24 kmph required 50 meters above ground level).
• Proximity to an electrical station
Possibility for connecting up to the public electricity network or an extra high-voltage (EHV) line.
• Site availability
Possibility to use, acquire or lease sites.
• Town planning rules
Checking of the project’s compatibility with the land use plan.
• Impact analysis
Etudes environnementales et évaluation des différentes Environmental studies and evaluation of the various constraints and encumbrances (e.g. project's impact for civil and military aviation).
• Building permit
Issued by the Prefect, after consulting with the State departments (DDE, DIREN, DDAF, DDASS, etc.) and the regional commission for sites and landscapes.
Environment
A farm's success depends on the quality of its landscape and environmental integration, as well as backing from neighboring populations and the region's various players:
• Landscape studies
Visualization of the turbines’ integration into their site: built-up areas, relief, vegetation, etc.
• Acoustic studies
Simulations depending on the type of wind generators. At more than 400 meters, the noise made by a wind turbine is comparable to a conversation in a low voice.
• Respect for sites
Listed or protected sites, historical monuments, Natura 2000 areas, etc.
• Inhabitant comfort
Distance from homes, with distances determined by acoustic studies
• Location
Site enabling accessibility to the wind turbines.
• Flora and fauna
Inventory of species, compatibility research during work and operations, work with specialized associations (Ligue de Protection des Oiseaux, etc.).
• Agricultural land
Location researched so as to not interfere with agricultural work
